Zambian President Sata under scrutiny

LUSAKA, Zambia (AP) -- Zambia's populist president portrays himself as a corruption-buster, but critics are raising questions about the appointments he's made, his conduct and the lucrative contracts he has awarded for government work in the year since taking office. President Michael Sata made his uncle his finance minister, appointed other relatives to other high government posts, and has picked a fight with the judiciary.

Despite his promises to be different, it looks like politics as usual in this copper-rich southern African country.

In Zambia and across Africa, multi-party contests and relatively peaceful elections are increasingly the norm. But governance often fails to meet voters' expectations, and entrenched parties can make a mockery of the trappings of democracy.

Power has changed hands in Zambia among a clique of politicians who jump from party to party as rivalries and allegiances shift. Politics is often more about personality than policy in this young democracy, with voters offered little more than a choice among strong men.

Sata was once a member of the late President Frederick Chiluba's Movement for Multiparty Democracy and served in Chiluba's Cabinet in the 1990s. Sata formed his own Patriotic Front party in 2001 after differing with Chiluba over party leadership, and lost to Levy Mwanawasa, the man Chiluba picked to succeed him, in 2001 and 2006 presidential elections. After Mwanawasa died in office in 2008, Sata lost a special election that year to Rupiah Banda, who had been Mwanawasa's vice president. Sata finally won in 2011, defeating Banda in September.

Sata, known as King Cobra because of his sharp tongue, won support at home and abroad with his anti-corruption, pro-poor rhetoric. He returned from a recent visit to Europe with a promise of private foreign investment in farming and a pledge from the British government of a three-year, 58 million pound grant to fight poverty.

"We are very impressed and encouraged by President Sata's personal and government commitment to fighting corruption," British Secretary of State Andrew Mitchell said. "We will continue to support Zambia's development activities, despite the recession in the eurozone."

But some Zambians are concerned about Sata's leadership, accusing him of nepotism and favoritism.

He appointed his uncle, Alexander Chikwanda, as minister of finance, and his nephew, Miles Sampa, as deputy finance minister. The local government minister is his niece, and cousins have been appointed ambassador to Japan and acting chief justice. Giving family members government jobs is something of a political tradition in Zambia. Under Mwanawasa, some dubbed government "the family tree."

Journalists from the Post newspaper, which supported Sata during his presidential campaign have gotten jobs in the president's office, the ministry of information and in several Zambian embassies. Zambians also say members of Sata's Bemba tribe and others from the Bemba northern stronghold are being favored by his government. Nevers Mumba, a prominent televangelist and opposition politician is, like Sata, a Bemba, and recently expressed concern over the perception of favoritism.

"It is important that this government respects the fact that wisdom, intelligence comes from all areas of the country," Mumba said.

The finance minister's company, Apollo Construction, was recently awarded a contract to renovate the presidential home, known as Nkwazi. Vice President Guy Scott told parliament last March the 642 million kwacha contract was awarded properly.

Sata also has been accused of undermining judicial independence. He has suspended two Supreme Court judges and one High Court judge who ruled against his ally, the Post newspaper, in a case involving a debt the newspaper and others owed.

Sata has accused the three judges of "professional misconduct" in the loan case and announced the appointment of a tribunal to investigate them.

In June, the president's office announced that Chief Justice Ernest Sakala had gone on leave pending the expiration of his contract in August. Sakala was replaced by Lombe Chibesakunda, a respected jurist who is a cousin of the president.

Last year, before Sata became president, Sakala in an apparent snub refused to shake hands with Sata when the two happened to be at the same Sunday Mass.

Sata has been quoted as complaining that judges "want to investigate others but they don't want to be investigated." Some Zambians share his view. Telesphore Mpundu, the Catholic archbishop of Lusaka, has accused judges of refusing to be held accountable.

"We should never, as a nation, be complacent," the archbishop said. "We need to quiz those serving us, including judicial officers."

The judiciary in Zambia has faced corruption allegations, with lower-ranking judges in particular accused of taking bribes to decide cases.

Hakainde Hichilema, leader of the main opposition United Party for National Development, has expressed concern about the independence of the judiciary, and about the state of democracy in general under Sata. But Zambians have reason to also be skeptical of claims by opposition members to be champions of democracy. Hakainde's UPND has not held internal elections for party leadership posts for almost a decade.

GAAR: India May Not Go For Retro-Taxing Of Overseas M&A

A committee which was formed to give recommendations on the implementation of the controversial general anti-avoidance rules (GAAR) provisions in India released its draft guidelines Thursday night. The draft guidelines have clarified that the GAAR will not be applied retrospectively.

GAAR, which was introduced in the budget in March, has been much criticized by the industry and investors for its anti-investment friendly provisions. The new tax rules, intended to eliminate tax evasion by companies by routing their investments through tax havens, lacked clarity in several aspects and investors feared its misuse.

The provisions in GAAR like retro-taxing created panic among investors that reflected in Indian capital and Forex markets through the high foreign fund outflow. Though the government deferred its implementation by a year to 2013, it virtually spoiled the investor sentiment towards the economy.

In the draft guidelines issued Thursday, the government sought to allay the investors' concerns over retro-taxing and other issues.

On Invoking the GAAR and Retro Taxing provisions: The ministry's draft guidelines clarify that there won't be any retro-taxing and GAAR provisions will be invoked only if a Foreign Institutional Investor (FII) opts to take advantage of tax treaties.

"Where an FII (foreign institutional investor) chooses to take a treaty benefit, GAAR provisions may be invoked in the case of the FII, but would not in any case be invoked in the case of the non-resident investors of the FII," says the draft guidelines.

The ministry has also suggested having an income threshold for invoking GAAR while making clear that "the provisions of GAAR will apply to the income accruing or arising to the?taxpayers on or after 01.04.2013."

Interplay between SAAR and GAAR: Allaying concerns that there can be interplay between the Anti-Avoidance Rules (SAAR) and Specific General Anti-Avoidance Rules (GAAR), the draft guidelines said: ?"While SAARs are promulgated to counter a specific abusive behavior, GAARs are used to support SAARs and to cover transactions that are not covered by SAARs. Under normal circumstances, where specific SAAR is applicable, GAAR will not be invoked. However, in an exceptional case of abusive behavior on the part of a taxpayer that might defeat a SAAR, as illustrated in Example No. 16 in Annexure E (or similar cases), GAAR could also be invoked." ?

On the Application of Section 96(2): One of the contentious provisions in GAAR was that even if only a part of the business arrangement is to obtain a tax benefit, the tax authorities will treat the whole arrangement as an impermissible arrangement, according to section 96(2).

However, now the draft guidelines recommend that "where only a part of the arrangement is impermissible, the tax consequences of 'Impermissible Avoidance Arrangement' will be limited to only that part of the arrangement."

The draft guidelines are not yet seen by Prime Minister Manmohan Singh, who assumed the charge of the Finance Ministry after Pranab Mukherjee resigned from the post. Finance ministry sources have revealed that the guideline will be finalized in consultation with the Prime Minister. However, with Singh making it clear that he would make all efforts to get back the foreign funds and revive economic growth, the concerns over the provisions of GAAR are expected to be addressed soon.?

Analysts expressed satisfaction over the government move to clarify on GAAR.

"Some clarifications are a welcome step. It remains to be seen how the guidelines are implemented," said N. C. Hegde, a Mumbai-based partner at Deloitte Touche Tohmatsu India, according to a Bloomberg report.

The government's initiative to sort out the concerns over GAAR is crucial in regaining the FII confidence. Experts feel though there still exists some doubts on the provisions of the controversial act, steps taken now are in right direction towards clearing them.?

Wedding Photog Might Sue for Copyright Infringement Over Anti-Gay Attack Ad

Wedding photographer Kristina Hill says she?s contemplating legal action for copyright infringement against a Virginia-based group that has ripped off one of her images of a same-sex couple, and used it to create a political attack ad.

The group, called Public Advocate of the United States, used an engagement photo of Hill?s showing her clients kissing. The group used the image in a political ad attacking Colorado State Senator Jean White, who has voted in favor of allowing civil unions in Colorado.

Public Advocate, which is designated a ?hate group? by the Southern Poverty Law Center.? cropped Hill?s image, stripped away the background of the New York skyline, and replaced it with a background of a Colorado landscape in winter. The group also superimposed text that read: ?State Senator Jean White?s idea of ?family values???

The ad was created for a conservative anti-gay opponent vying for White?s senate seat. White was defeated in that race.

One of the men in Hill?s photograph, Brian Edwards, was notified by a friend about the ad. Edwards minced no words about it on his blog called The Gay Wedding Experience: ?How do I feel? I?m in shock and I?m angry and I?m hurt and I?m flabbergasted and I?m livid.?

According to The Denver Post, Edwards and his partner have hired a lawyer.

Hill also wrote about the theft on her blog. ?To see an image, taken with that intent being used in the way it was used is heart-breaking for me,? she said. (Hill was a PDN Top Knots contest winner in 2010.)

In The Denver Post story about the ad, Public Advocate defended its unauthorized use of the image on the grounds that others ?make fair use of our materials.? (Public Advocate?s web site says it is ?fighting Liberals Tyrants Elitists Homosexuals Barack Obama pornography gay marriage same-sex marriage high taxes over-regulation.?)

In an interview with PDN, Hill said of Public Advocate?s use of her image, ?It?s obviously copyright infringement, and I plan to pursue it.?

She?s just not certain she has the resources?or the stomach?for a protracted court fight. ?There?s not going to be monetary gain in my lawsuit. I don?t care. I would be looking for justice. But it could drag on for years, and rack up a lot legal fees for me, and I don?t have a ton of money.?

She adds, ?They?re a powerful organization that did this. I?m one tiny photographer. It?s scary. It could be a lot of tearing me apart. It could get ugly.?

If you have done some studying on investing theories before diving into the stock market, you might have come across names such as Warren Buffet, Benjamin Graham, and value investing. What I want to emphasize on in this article is how these names relate to your stock market performance and how you can learn from these famous names to become a successful investor. The first step that any investor should take before investing anywhere is to decide whether he is going to be a value investor or a growth investor.

Value investing is the technique of selecting stocks whose current market price is more than their intrinsic value. The intrinsic value of a stock is calculated by several complex methods such as the FCF (Free Cash Flow) model or the equity multiplier. For instance, if the intrinsic value of a stock is while its current market price is , it is overvalued by . In other words, the intrinsic value of the shares of a stock is the ?should-be? value of the shares. The essence of value investing is buying the undervalued shares and selling them when they are overvalued. Benjamin Graham, in this case, is known as the father of value investing. In addition, Warren Buffet, his student, is also one of the pioneers of value investing. The things that a value investor looks for in a stock are:

* low price/earnings ratio (to find out the undervalued stocks)

* Low price/cash flow ratio (to determine whether the company is spending much money on sales growth or paying back to the shareholders as dividends)

* Low price/book value ratio

* High dividend yield

Growth investing, on the other hand, refers to the strategy of buying stocks of companies that are expected to grow at a rate higher than that of the industry average. This means that the growth stock company would be concentrating its resources around business expansion instead of paying high dividends back to the investors. The things that a growth investor looks for in a stock are:

* High earnings growth rate

* Low dividend yield

* High ROE (Return-On-Equity)

In conclusion, I should state that the decision to choose between value and growth investing should never be an emotional one based on your gut reaction. A stock could vacillate between being a growth stock to a value stock or vice versa depending on the time period concerned. However, it is not the stock that is important, rather the investing philosophy is. This is because whether a stock is a growth stock or a value stock depends on how you view its performance from a value or growth investing perspective.

Using the Nexus 7: The Kindle Fire's got something to fear

Google's Nexus 7 is a strange device. At 7?inches, it's smaller than an iPad ??and a breadbox, for that matter ??and with its impressive spec list, it's a bit more appealing than the similarly low-priced Kindle Fire. But how does it hold up in person?

Surprisingly well.

While?I cringe when I cradle the Kindle Fire's clunky body,?the Nexus 7 feels perfectly balanced and secure in my hand. It's a solid device?? the unit I'm using survived several awkward drops off a table's edge ? and it looks sleek.

On the inside, the Nexus 7 has a quad-core processor, a twelve-core GPU and 1 GB of RAM. Between that hardware and Project Butter???under-the-hood improvements which keep?Jelly Bean running particularly?smoothly?? the tablet's pretty darn speedy. When Google announced the Nexus 7, it pushed its content consumption features ? especially?a widget which collects books, magazines, TV shows, movies and music. It's an appealing tool and, like most things on the Nexus 7, it is consistently smooth and brisk.

I've only used the Nexus 7 for a couple of days now, but I already dread returning home and reaching for a Kindle Fire. I know that it'll feel slow, clunky, and unsatisfying in comparison.

Google I/O 2012 Live Blog: Android Jelly Bean, Nexus 7 Google Tablet, and More

The time has come for the Google rumors of the day to fade into the sun. Will Google will release a $199, 7-inch tablet called the Nexus 7? Will it be running the next version of Android called Jelly Bean? Will it be edible? We're fairly certain two out of those three rumors are true. But the time has come to find out once and for all.

How Parents Can Help Their Minors Achieve Major Success in the ...

Music industrySo you have a musically talented child or teenager? Chances are, one day, they will develop aspirations of being the next?(fill in the blank). While their talent may ignite attention from peers, friends and family members, parents should try to look at their child?s talent objectively.?It?s not easy to do. In fact, for many parents, it?s?impossible?to do. Their lack of objectivity breeds delusion which ends up hurting them and their child in the long run.This article can help you prevent that and provide you with a system of checks and balances that will enable you to offer logical guidance and direction to your child by using the following tips.

LET THEM EXPLORE.?You watched them explore and learn how to navigate when they were babies, now you should let them do the same as a child with musical interests. If they want to be a drummer, buy them a drum set. If they want to be a guitarist, buy them a guitar. If they want to be a singer, buy them a karaoke machine. You get the point. By providing your child with the instruments they need, you will help them to strengthen their interests and to illustrate their seriousness.

INSTILL DISCIPLINE.?Contrary to popular belief, discipline is the key to succeeding in the arts, not talent. Sure there are minors who are child prodigies, but in the music industry, the person who has the discipline to religiously practice their craft is the person who outshines those who do not ? or have not ? every time. If you can instill discipline early on, you will?greatlyincrease your child?s chances of success. Part of having discipline is initiative. After you?ve supplied your child with their instrument of choice, how much time does he/she spend with it? How quickly did he/she become competent in playing it? Discipline ? or lack thereof ? will be the determining factor.

SUPPORT THEM.?You should be there ? front and center ? lending your support for every performance your child has. Not only does your encouragement mean a great deal to him/her, but it also gives you the opportunity to witness the impact that your child?s talent has on people with an unbiased opinion. You can help them improve by offering a delicate mixture of praiseand?constructive feedback.

HAVE THEM COMPETE.?Competition is what separates those who should be doing music as a hobby, and those who are most qualified to pursue it as a profession. Coincidentally, that gap is significantly narrowed with discipline, or widened by it. Competition also allows children to measure their talent against those of their talented peers and gives them a serious ego boost if they win; and incentive to get better.?American Idol?is essentially a talent show. The now defunct?Star Search?was also a talent show which was renowned for being used as a springboard for precocious music talents such as Usher, Britney Spears, Justin Timberlake, and Beyonce. Believe it or not, they?all?lost but found motivation to work harder to increase their chances of winning the next time around?and they all did ? in other ways.

BE A PROTECTIVE PARENT.?If your child has what we industry professionals call,?undeniable?talent, someone will approach them with a business opportunity; whether it?s to perform or record. In rare instances it may be a contract. When such situations arise, don?t pretend that you know the business (if you don?t). Do acknowledge that you are a protective and concerned parent and that any such offers made or extended to them will be evaluated by an attorney or knowledgeable consultant. Handling business on this fundamental level will safeguard your child in ways that you can?t even imagine.

INVEST IN YOUR CHILD.?Most parents invest in their children prematurely (and no, buying instruments is not an investment ? that?s a purchase). Paying for lessons of any kind is an investment. It constitutes a larger long term payment that can yield greater dividends?down the road. Like most investments, some can?t afford them, which is why it?s advisable to have your child clear the?progress,?discipline, and perhaps even the?competition?hurdles discussed in this article?before?you invest your hard earned money. As challenging as it may be, your decision to invest in your child?s fledgling music career should be one that?s driven by benchmarks, not emotions. In the absence of such benchmarks, I suggest (if they are teenagers) encouraging minors to invest in themselves, and having the parents make an equal investment to measure their seriousness and and having the parents make an equal investment to measure their seriousness and hold them accountable in the process.

FIND A BUSINESS ALLY.?There?s a thin line between being a?concerned?parent and being a?stage?parent. Stage moms (and dads) are notorious for being a pain in the rear because of their controlling ways and obvious distrust. Professionals don?t like dealing with them and executives have little patience for them. And yes, you can jeopardize your child?s career with such antics. Understand that if your child does end up in a situation that requires professional attention you are the one who will execute his/her business dealings, interactions, and negotiations.

This is why it?s so common for parents to confuse their?legal?obligations with their?professional?occupation; bypassing the experience of qualified managers or failing to enlist the services of a competent attorney as a result. Sure some parents?do?make a career of handling their child?s business affairs (Jessica & Ashlee Simpson?s dad, Beyonce?s father, and Chris Brown?s mom, to name a few), but it?s generally a good idea to find a business ally (manager, attorney, consultant) who can help you achieve, or manage your minor?s music success?before?you need them.

President Barack Obama, campaigning in Mitt?Romney's?backyard, criticized his Republican rival anew Monday for what his re-election campaign says is a record of shipping American jobs overseas.

"Gov.?Romney's?commitment to outsourcing is not just part of his record, it's part of his overall economic vision that he and Republicans in Congress want to implement if they win this election," Obama said.

The Obama campaign has seized on reports that the private equity firm?Romney?once ran made investments in companies that were described as "pioneers" in outsourcing jobs to China and India. The?Romney?campaign says the reports do not differentiate between "domestic outsourcing" and "offshoring" and don't take into account work done overseas to support U.S. exports.

During a campaign event in New Hampshire, Obama said that explanation would do little to satisfy workers who have had their jobs moved overseas.

"You don't need someone trying to explain to you the difference between outsourcing and offshoring," he said. "You need someone who's going to wake up every single day and fight for American jobs and investments here in the United States."

The president, with his suit coat off and his shirt-sleeves rolled up, wiped sweat off his face during his 30 minute remarks to a 1,200-person crowd crammed into a hot Oyster River High School gymnasium in Durham, N.H. Later, he spoke to a boisterous crowd of about 1,800 at Symphony Hall in Boston.

Romney?campaign spokesman Ryan Williams said Obama was resorting to "false and discredited attacks to divert attention from his abysmal economic record."

Obama's first stops on a two-day, four-state campaign trip were taking him into?Romney's?backyard. The presumptive Republican nominee has a vacation home in New Hampshire and served as governor of neighboring Massachusetts, where Obama went for an evening of campaign fundraisers.

As Obama arrived at Symphony Hall on Monday evening, a sizable crowd of onlookers gathered and a group of?Romney?supporters held a large blue?Romney?sign and chanted, "Mitt-Mitt-Mitt." A group of Obama supporters chanted back, "O-Bama" and "Yes, We Can."

The?Romney?camp, in a bit of a taunt, sent?Romney's?campaign bus circling around Symphony Hall before Obama's arrival, then parked it two blocks away as the president spoke to his supporters.

Obama was introduced by Elizabeth Warren, the Harvard University professor and Democratic challenger to Republican Sen. Scott Brown in this election. Warren chaired the Congressional Oversight Panel that oversaw the government financial bailout and was an outspoken advocate for Wall Street regulations and a consumer financial protection board that Congress ultimately passed in 2010.

Romney?and the Republicans, Warren said, "want to repeal all the financial reforms so that Wall Street can call all the shots."

In his own remarks at Symphony Hall, Obama derided?Romney?and his allies.

"They argue if we help corporations and wealthy investors maximize their profits by whatever means necessary ? whether it's by layoffs, or outsourcing or union busting ? that that will automatically translate into jobs and prosperity and benefit all of us," the president said.

'Fifty Shades Of Grey' Fans Can't Wait For Elevator Scene

'It's pretty much my favorite part,' one 'Fifty Shades' reader tells MTV News of planned movie.

NEW YORK, NY — Perhaps it's too hot for even an R rating, but regardless of an MPAA ruling, this much is clear: A "Fifty Shades of Grey" movie is inevitable. Fans are chomping down on their leather belts of choice in anticipation of the live-action take on Christian Grey and Anastasia Steele — indeed, the dream casting calls are already pouring out with no signs of slowing.

With so many iconic scenes already in the making, it's almost impossible to ask fans to pick only one that they're most excited to see— but for some "Fifty Shades" readers, the decision is a no-painer.

"The scene I would like to see the most on the big screen is the elevator scene," fan Sean Barnett told MTV News during a "Fifty Shades of Grey" signing at Barnes & Noble in New York's Union Square last month. Fellow fan Morgan Nazarzideh had to agree: "When the movie comes out, I'm waiting for the elevator scene to happen. It's pretty much my favorite part."

They weren't alone in their requests for a raunchy elevator scene, but that wasn't the only moment fans are pining for. In fact, "Fifty Shades" readers Christina Regalbuto and Jennifer Lubrano are already looking toward the potential sequel, "Fifty Shades Darker," to see how steamy Christian and Ana's relationship can get.

"The scene I'm excited to see is from the second book, when she finally gets to touch him for the first time," said Regalbuto, referring to the long-awaited moment in E.L. James' second "Fifty Shades" novel. Stemming from that, Lubrano added: "Also from the second book, when he proposes to her. That's a big, dramatic scene."

Fan Manuel Lemus said that, in the end, there are simply too many coveted moments from "Fifty Shades of Grey" to pick only one most-anticipated movie moment.

"I'm excited to see everything, to be honest with you," he said. "I really enjoyed reading this book. I'm excited. I can't wait [for the movie]."

Romney: States have right to secure their borders

(AP) ? Mitt Romney on Monday said states have a duty and a right to secure their borders even as he called for a bipartisan national immigration strategy.

The likely Republican nominee did not address the merits of the Supreme Court's decision to strike down key parts of Arizona's tough immigration enforcement law. But he used it as an opportunity to criticize President Barack Obama for inaction on immigration reform until recently.

"This represents yet another broken promise by this president. I believe that each state has the duty ? and the right ? to secure our borders and preserve the rule of law, particularly when the federal government has failed to meet its responsibilities," Romney said in a written statement released before he left Salt Lake City to fly to a planned fundraiser in Arizona.

Romney has worked to soften his rhetoric on immigration policy since becoming the presumptive Republican nominee for president. During the Republican primary, Romney called Arizona's law a "model" ? though he never explicitly endorsed the law.

The Obama administration sued to block the Arizona law soon after its enactment two years ago. During the primary, Romney said he would have ended the lawsuit against Arizona if elected president.

The Monday Supreme Court decision upholds Arizona's "show me your papers" requirement for the moment. But it takes the teeth out of it by prohibiting police officers from arresting people on minor immigration charges.

The court struck down these three major provisions: requiring all immigrants to obtain or carry immigration registration papers; making it a state criminal offense for an illegal immigrant to seek work or hold a job; and allowing police to arrest suspected illegal immigrants without warrants.

Bolivia deploys troops, sees coup threat from police mutiny

LA PAZ: Bolivia's military ordered troops into the streets of major cities on Saturday following a police mutiny that the government said appeared to be setting the stage for a coup attempt.

Communications minister Amanda Davila said the striking police were stockpiling weapons and pressuring other units to turn over their arms, calling it a "coup scenario."

"Press reports and intelligence reports are now saying that a coup scenario is taking shape," she said in an interview with Erbol radio, a private broadcaster.

"What gets our attention is that the police are putting weapons in police units where there were none before, they are pressuring other units to turn over their weapons," she said.

She said the movement of arms in the cities of Cochabamba and Tarija appeared intended to coincide with the arrival in the capital Tuesday of a march by indigenous people protesting plans for a road through an ecological reserve.

Davila's comments came after talks between interior minister Carlos Romero and striking officers stalled early Saturday with no agreement in sight.

Defense Minister Ruben Saavedra, meanwhile, announced that the military was sending more troops into the streets to protect private property and ensure public order.

"The military police will redouble their personnel in the main cities of the country, with patrols and guards in the streets, to avoid excesses against private property," Saavedra said in a statement.

The mutiny began Thursday when protesters took over the headquarters of the country's riot police and eight other police stations. It has since spread to more than two dozen police stations and command centers across the country.

A crowd of some 300 striking police, dressed in civilian clothes and covering their faces, attacked the National Intelligence Directorate on Friday, smashing windows and pulling out furniture, documents and computers, and even setting flags ablaze.

Roughly 300 protesters later hurled rocks and shattered windows at national police headquarters. Police on duty outside the building offered no resistance.

Police units usually guarding the presidential palace were noticeably absent, though heavily armed soldiers protected the building. There was little police surveillance in the streets of La Paz and other major cities.

The private bank association said all bank branches had closed because they lacked protection from either police or the military.

Protesters had asked to negotiate directly with President Evo Morales, who spent the day Friday in the presidential palace after returning home from the United Nations Rio+20 conference on sustainable development in Brazil.

The strikers are demanding that the base pay level for police be raised to 2,000 bolivianos ($287) from a current average of $195 a month.

Demands also include full pay upon retirement, a police ombudsman and the overturning of a law that bans them from publicly expressing their opinions. In addition, demonstrators are calling for the resignation of the national police chief, Colonel Victor Maldonado.

"We are not demanding crumbs, we are demanding solutions, comprehensive solutions," said Edgar Ramos, leader of the junior officers.

Ramos noted that both sides would attempt to resume negotiations later Saturday because of "the desire we all have to find solutions once and for all."

"We were disappointed by the government because they only want to raise salaries by 200 bolivianos ($28)," said the leader of the police officers' wives, Guadalupe Cardenas, at a press conference after completing the first round of talks.

"They added a safety bonus of 400 bolivianos ($56) to make it appear as a wage increase."

The video: Forget turning the other cheek. A new Kickstarter-funded documentary called Fight Church takes a look at evangelical Christian pastors who encourage their flocks to spread their faith... through extreme violence. (Watch the trailer below.) The movie, which is still in production, follows young Christian preachers and fighters as they explain how they use brutal Mixed Martial Arts bouts to glorify God. "Jesus was a fighter," one pastor says in the trailer. "That is the type of Jesus that I would want to serve." A younger competitor, preparing to enter the ring, says simply that he's just out to "rip this kid's head off." The documentary's Facebook page explains that the film is about the struggle to reconcile faith with a sport widely criticized as barbaric. Or as one fighter puts it: "Can you love your neighbor as yourself and at the same time knee him in the face as hard as you can?"

The reaction: This documentary looks like it will be hilarious, says Rich Juzwiak at Gawker. Who wouldn't pay for the novelty of watching a sect of out-there Christians who "like to pummel each other in the name of Jesus"? Well, I'm all for linking faith and athletics,?says Michael O'Laughlin at America. But "trying to beat the hell" out of your brethren might be taking things a bit too far, don't you think? (AP) ? Struggling BlackBerry maker Research In Motion said Wednesday it has started laying off employees as part of its restructuring plan aimed at saving about $1 billion this year.

RIM said in May that there would be "significant layoffs" this year. On Wednesday, the Waterloo, Ontario-based company said it has "reduced some positions as part of its program and may continue to do so as the company methodically works through a review of the business."

RIM declined to provide numbers, but will offer an update when it reports quarterly financial results on June 28. RIM had about 16,500 employees in early May. The company cut 2,000 jobs last July.

The once iconic BlackBerry company is facing the most difficult period in its history. RIM is preparing to launch a new operating system ?Blackberry 10? later this year, just as North Americans are abandoning BlackBerrys for iPhones and Android phones.

Jefferies analyst Peter Misek said he expects RIM to cut about 6,000 employees. Misek said RIM's revenue base will not cover its costs. He said the company needs to be flexible as it releases its new BlackBerry 10 phones.

He expects the layoffs to be related to RIM's older software and manufacturing platforms.

"They can't jeopardize the company," Misek said. "They have to give BlackBerry 10 a number of shots. If they release a BlackBerry 10 device and it's a good device, but it does OK, they'll want to pull off an even better device shortly thereafter, and if you don't have an appropriate cost structure you might wipe out your cash before you have an opportunity."

RIM long dominated the corporate smartphone market but failed to quickly adapt to the emerging "bring your own device" trend, in which employees use their personal iPhones or Android devices to work instead of relying on BlackBerrys issued by their employers. As the movement caught on, Apple's iPhone made the BlackBerry look ancient.

RIM's future is far from certain as its flagship devices rapidly lose market share to flashier phones. With more than $2 billion in cash, bankruptcy seems unlikely in the near term, but RIM's U.S. share of the smartphone market fell sharply from 44 percent in 2009 to 10 percent in 2011 according to market researcher NPD Group.

RIM's hopes hang on BlackBerry 10. The new software is meant to offer the multimedia, Internet browsing and apps experience customers now demand.

Tornado changes career course for Mass. entrepreneur

Recent Harvard University grad Caitria O?Neill was ready to pack her bags to earn her master?s in Moscow when a tornado blew into her hometown of Munson on June 1, 2011, pulled the roof off her home and left her and an entire community with a disaster. It also left O?Neill with the idea to launch Recovers.org, a cloud-based platform to help with disaster recovery efforts. Recovers.org, which received $340,000 in funding, was one of six companies that received a financial boost from the Knight Foundation Monday.

Recovers.org CEO Caitria O?Neill was in the front yard when the tornado came over the hill. Because tornadoes are atypical in Massachusetts O?Neill stayed put. ?I stayed there until the lamp post came out of the ground and flew up in the air,? she said. O?Neill and the rest of her family sought shelter in their basement until it was safe to come out.

On day one she and her family boarded up windows and cleaned up, but on day two they went to a local church which had become a de facto shelter. What she found there was a community in chaos with very little organization and leadership.

?Unfortunately the city manager and fire chief know what they need but don?t have the tools to share it,? O?Neill said. ?We decided to build the tools to fill the gap.?

Because of what she experienced at the church, O?Neill, 23, and her sister Morgan O?Neill, 25, a certified EMT and active volunteer for an ambulance service and the Red Cross, teamed up with software engineer Alvin Liang, 29, and built Recovers.org.

?We started this because of the lack of organization as well as the gap between the ability of people to accept help,? she said. ?National groups such as the Red Cross and United Way mobilize their resources and fulfill specific duties but what is not realized is they don?t have an infrastructure for spontaneous volunteers, can?t accept local donations and can?t stay.?

The trio used a ?hodge-podge of Internet tools? and flipped the switch on Recovers.org.

The result was an organizing platform and Web tools developed to help local communities with their disaster recovery efforts. The platform can be launched before or minutes after a disaster or event, according to the younger O?Neill.

The trio has spent the last year attending regional planning meetings to discuss emergency plans. Today, five communities in Indiana will use the software to organize in non-disaster cases and larger contracts are in the pipeline, according to the company.

Because a community recently hit with a disaster may not have power or Internet access, Recovers.org will be hosted in the cloud so that the site does not have to be manned and can collect resources.

The best example of that was in Forney, Texas where Recovers.org created a site for the community. According to O?Neill, there were massive amounts of traffic to the site and the team was able to match volunteers offering everything from translation to chainsawing with the needs that came later.

Funding from the Knight Foundation was timely. ?Right now it is an amazing boost for us because when I sell a contract to an area I need the staff to support me and this gives us the ability to scale up quickly and hire the staff,?
