Middle East tensions push oil higher; euro up

NEW YORK (Reuters) - The euro made its first gain in four days on Thursday after the IMF said euro zone economies should have more time to cut budget deficits, while oil prices rose on escalating tensions between Syria and Turkey.

European and U.S. shares climbed after data showed further signs of improvement in the U.S. labour market, though Wall Street pared its gains to end the day little changed.

The data overshadowed a downgrade of Spain's credit rating by Standard & Poor's late on Wednesday.

In the currency market, the euro was the primary beneficiary of improved sentiment. It recovered from a more than one-week low, last trading at $1.2926, up 0.4 percent.

Christine Lagarde, the IMF's managing director, said she favoured giving debt-burdened Greece and Spain more time to reduce their budget deficits because cutting too far and too fast would do more harm than good.

Lagarde's comments were seen supporting stability in the euro zone. One of the key debates to come from the euro zone's debt crisis is whether the steep cuts needed to get budgets in order come at the expense of economic growth.

Spanish bond yields turned lower, erasing an earlier spike to near the critical 6.0 percent mark seen as unsustainable after Standard & Poor's cut the country's credit rating.

S&P cut Spain's rating two notches to BBB-minus, one step from junk status, warning that an intensifying recession and poor response from euro zone policymakers to the crisis had left Spain highly vulnerable.

"Investors were initially spooked by the bad news from the euro zone, but soon realized that bad news is actually good news overall due to the fact that this now speeds up the timeline for Spain to request a bailout," said Neal Gilbert, market strategist at GFT in Grand Rapids, Michigan.

Ten-year Spanish yields were down 5.4 basis points on the day at 5.77 percent, having hit a session high at 5.96 percent earlier.

Markets expect Spain to be the first of the euro zone's "big four" economies to require a rescue package.

The benchmark 10-year U.S. Treasury note rose 2/32 higher in price, yielding 1.673 percent.

Tensions in the Middle East pushed Brent crude up $1.38 to $115.71 a barrel, while U.S. crude futures settled up 82 cents at $92.07 per barrel. Maintenance curbs on North Sea output also pushed prices higher.

Turkish Prime Minister Tayyip Erdogan said a Syrian passenger plane forced to land in Ankara was carrying Russian-made munitions destined for Syria's defence ministry. Grounding of the plane was another sign of Ankara's growing assertiveness over the crisis in its war-torn neighbour.

"The Syrian situation is heating up and there are fears about Turkey, a NATO member, retaliating and contagion in the region," said Bjarne Schieldrop, analyst at SEB in Oslo.

Equities initially rose after news that claims for U.S. jobless benefits fell last week to the lowest in more than four and a half years.

Still, a drop in shares of Apple Inc helped Wall Street cut its gains in afternoon trading.

The Dow Jones industrial average fell 18.58 points, or 0.14 percent, to 13,326.39. The Standard & Poor's 500 Index edged up 0.28 points, or 0.02 percent, at 1,432.84. The Nasdaq Composite Index slipped 2.40 points, or 0.08 percent, to 3,049.38.

Apple fell 2 percent after a U.S. appeals court overturned a preliminary injunction on the sale of Samsung Electronics Co Ltd's Galaxy Nexus smartphone.

Shares of Sprint Nextel Corp drew the heaviest action on the New York Stock Exchange after news that the firm was in talks over a potential sale to Japanese mobile carrier Softbank Corp.

Sprint was up 14.2 percent.

In Europe, the FTSEurofirst 300 ended up 0.8 percent, while the MSCI global index gained 0.4 percent.

Officials: Chinese spies have targeted U.S. economy

By Anna Schecter
Rock Center

The Chinese are playing dirty in the international spy game, according to current and former intelligence officials at the highest levels of government.?

?This is stealing American wealth.? It's stealing American jobs.? It's stealing American competitive advantage,? General Michael Hayden, former head of the Central Intelligence Agency and the National Security Agency, said in an interview with NBC News.

Hayden?s comment was echoed by a House Intelligence Committee report released Monday warning that two Chinese telecommunications companies, Huawei and ZTE, could be funneling sensitive information back to Beijing, and cautioned American carriers to avoid doing business with them.

Intelligence Committee Chairman Mike Rogers, R-Mich., told NBC News that the Chinese have targeted every sector of the American economy.

?Everything you can possibly imagine we have seen the Chinese make a concerted effort to steal that information and use it for their own economic advantage,? he said.

That includes blueprints for the next generation of auto parts, formulas for pesticides and pharmaceuticals, and other information that makes American companies competitive in the global marketplace.

Though the United States limits its espionage to national security interests, intelligence officials said, China has launched a well-organized campaign to steal American corporate secrets via the Internet.

?I know states steal secrets.?Our states steal secrets.?And we're actually pretty good at it.? But we self-limit.? We steal things that are valuable and useful for your security, for your liberty and for your safety,? Hayden said.

One of the first to find himself on the front lines of the economic cyber war with China at the corporate level was Brian Shields. He was a computer security specialist for Nortel, a giant Canadian telecommunications company.

A success story from the early Internet age, Nortel made cell phone and computer network equipment. At its height, the company employed 20,000 people in the U.S.

Shields said he first got wind of the Chinese in Nortel?s network in 2004.? An employee working in highly technical research and development saw some curious activity on a computer server.? His documents were being downloaded apparently by a senior executive named Brian McFadden, who worked in a completely different department.

Shields said McFadden had not downloaded anything.? Instead, someone had hacked into the computer network using McFadden?s stolen password. Shields said he discovered that seven passwords had been stolen, including that of then CEO Frank Dunn.

Though Shields could never determine who the individual hacker was, he was able to track the activity to servers in Shanghai and Hangzhou, China.

In total more than 1,400 documents were stolen including product designs and valuable customer information, according to Shields.

?They could know what companies we're buying, how much. They could know where we saw our future product. They could know where we saw our profitability,? he said.

After the attack, Shields said he watched his company steadily lose business, while a competitor, Huawei, began to grow.? Nortel went bankrupt in 2009, while Huawei has become one of the world?s premiere telecommunications companies. Shields said he believes Nortel went under as a result of spying by companies like Huawei.?

Most industry insiders say that Nortel was a victim of bad business decisions coupled with the burst of the Internet bubble.

A spokeswoman for Nortel said the company responded appropriately to the 2004 attacks and ?found no evidence of wide spread security issues.?

Huawei has denied stealing from Nortel or any other company. In a statement emailed to NBC News, the spokeswoman said the company has "the highest respect for the intellectual property of others."

In response to Monday?s House Intelligence Committee report, a Huawei spokesman said the accusations were based on rumors. The company defended its record as a member of the Fortune 500 list of the largest companies in the world.

?For the past 25 years, we have held an upstanding record? We have been emphasizing that Huawei is committed to cooperating transparently with any and all government agencies who wish to carry out an open and impartial dialogue about our company and the products and services that have made us successful internationally,? read a Huawei statement responding to the report.

Huawei has already sold equipment to a dozen small carriers in the U.S.

The Huawei spokesman said company is a ?partner to the U.S. high-tech industry? and ?helps create jobs in the U.S.?

ZTE released a statement saying that the company is China?s ?most transparent, independent, globally focused, publicly traded telecom company.?

In response to this story, China?s Foreign Ministry Spokesman Hong Lei denied stealing from any corporations, adding that last year the Chinese helped international agencies address hundreds of cyber-attacks.?

?China is also a victim of cyber-attacks, and we take a firm stance on continuously playing an active role in international cooperation,? Hong Lei told NBC News.

But top American brass said they are exasperated by China?s efforts to portray themselves as victims. Hayden said it is time to hold China accountable.

?Don't treat me like a child.? We know what you're doing.? We have good evidence with regard to what you're doing.? And if you continue to do what you do actions will have consequences,? said Hayden.

Rogers advocated that the White House make Chinese cyber espionage the number one issue in bilateral relations with China.

?They do respond to embarrassment.? And we ought to embarrass them for being thieves of the research and development of the United States of America.?

11 teammates testified in case against Armstrong

The U.S. Anti-Doping Agency says 11 of Lance Armstrong's former teammates testified against him in its investigation of the cyclist, revealing "the most sophisticated, professionalized and successful doping program that sport has ever seen."

USADA will deliver its reasoned decision against Armstrong later Wednesday, a summary of the facts it used to hand him a lifetime suspension and erase his seven Tour de France titles.

In a news release previewing the decision, USADA CEO Travis Tygart said it would include more than 1,000 pages of evidence. He listed 11 of Armstrong's former teammates, including George Hincapie, Floyd Landis and Tyler Hamilton, as among those providing evidence that led to the sanction.

Armstrong spokesman Mark Fabiani declined immediate comment, referring to a letter the cyclist's attorney sent to USADA on Tuesday.

The letter accused USADA of acting as "prosecutor, judge, jury, appellate court and executioner" in issuing a "biased, one-sided and untested version of events." It also renewed Armstrong's assertion that witnesses, particularly riders, were offered deals of reduced punishments in exchange for their testimony against him.

Aware of the criticism it has faced from Armstrong and his legion of followers, Tygart insisted USADA handled this case under the same rules as any other.

"We focused solely on finding the truth without being influenced by celebrity or non-celebrity, threats, personal attacks or political pressure because that is what clean athletes deserve and demand," he said.

In delivering the report to the International Cycling Union (UCI), Tygart called for the federation to create a meaningful program to help clean up the sport.

Tygart said the evidence shows the code of silence that dominated cycling has been shattered.

He said evidence from 26 people, including 15 riders with knowledge of the U.S. Postal Service Team's doping activities, provided material for the report. It was with the USPS team that Armstrong won all but one of his Tour titles from 1999-2005.

Other cyclists named in the news release were Frankie Andreu, Michael Barry, Tom Danielson, Levi Leipheimer, Stephen Swart, Christian Vande Velde, Jonathan Vaughters and David Zabriskie.

In the letter to USADA attorneys, Armstrong's attorney dismissed any evidence provided by Landis and Hamilton, calling them "serial perjurers and have told diametrically contradictory stories under oath."

Hincapie's role in the investigation could be more damaging, as he was one of Armstrong's closest and most loyal teammates through the years.

"Two years ago, I was approached by U.S. federal investigators, and more recently by USADA, and asked to tell of my personal experience in these matters," the cyclist said in a statement published shortly after USADA's release. "I would have been much more comfortable talking only about myself, but understood that I was obligated to tell the truth about everything I knew. So that is what I did."

Tygart said all the facts in the Armstrong case and the cases of six other riders targeted in USADA's investigation would be made available on the agency's website later Wednesday.

Two other players in the Postal team's circle, Dr. Michele Ferrari and Dr. Garcia del Moral, also received lifetime bans as part of the case.

Three other members of the USPS team will take their cases to arbitration. They are team director Johan Bruyneel, team doctor Pedro Celaya and team trainer Jose "Pepe" Marti.

Armstrong chose not to pursue the case and instead accepted the sanction, though he has persistently argued that the USADA system was rigged against him, calling the agency's effort a "witch hunt" that used special rules it doesn't follow in all its other cases.

The UCI has asked for details of the case before it decides whether to sign off on the sanctions. The federation has 21 days to appeal the case to the Court of Arbitration for Sport.

USADA has said it doesn't need UCI's approval and Armstrong's penalties already are in place.

The report also will go to the World Anti-Doping Agency, which also has the right to appeal, but so far has supported USADA's position in the Armstrong case.
