ATHENS (Reuters) - Greece is leaning towards issuing T-bills to plug a cash squeeze this month as resumption of its bailout funding hinges on a positive assessment by European Union and IMF inspectors, its deputy finance minister told Sunday's Kathimerini newspaper.
Cash-strapped and behind targets agreed under a 130 billion euro ($160.4 billion) financial rescue package, Athens faces a 3.2 billion euro bond maturity on August 20.
"The situation (with cash reserves) is borderline and will remain so until September when the (EU/IMF/ECB) report will be concluded," Deputy Finance Minister Christos Staikouras told the paper in an interview.
"We are managing cash reserves carefully and exploring several solutions, such as an increase in the issuance of T-bills. We will choose the optimal solution in agreement with our partners," he said.
Shut out of bond markets, Greece issues T-bills on a monthly basis to refund maturing short-term paper. It needs to roll over 2.6 billion euros of six- and three-month T-bills this month.
German newspaper Die Welt said on Saturday the European Central Bank agreed on Thursday to raise the upper limit of T-bills the Bank of Greece can accept in exchange for emergency loans.
Staikouras said the government was finalizing an 11.6 billion euro package of spending cuts to bring the bailout program back on track, hoping a positive report by the so-called troika of inspectors will release the next aid payment.
The troika will meet with Finance Minister Yannis Stournaras on Sunday. Athens is keen to convince its international lenders it will stick to the prescribed economic adjustment plan before asking for any break such as more time to apply the austerity measures.
"The more credible we are in attaining goals and commitments, the more room we will have to seek amendments to the pursued support program," Staikouras told the paper.
Greece has narrowly dodged bankruptcy several times before, with the government carrying out a juggling act, holding off from paying some suppliers until the next tranche of aid from lenders arrives.
Staikouras said the three-party coalition government is trying to avoid a euro zone exit and striving to achieve a favorable outcome.
"The good scenario we expect to make happen is getting a positive report from our partners, conclude the recapitalization of banks, achieve an extension of the fiscal adjustment and see the economy recover," Staikouras said.

The UN World Food Programme (WFP) has said it will send a first batch of emergency food aid to impoverished North Korea, where a series of deluges and a typhoon have left hundreds of people dead or missing.

The North's state media reported on Saturday that the death toll from flooding between late June and the end of last month had increased to 169. KCNA news agency said the number of missing had risen to some 400, while 212,200 had been left homeless.
In a statement published on its website on Friday, WFP said it would send emergency assistance comprising "an initial ration of 400 grams of maize per day for 14 days." A recent UN report classified 7.2 million of the country's 24 million population as "chronic poor," and said 1 in 3 children was stunted from poor nutrition.
A United Nations mission that recently visited the affected regions found considerable damage to maize, soybean, and rice fields, the WFP statement said.
KCNA reported on Saturday the floods had washed away 65,280 hectares (about 161,000 acres) of farmland. It added that more than 1,400 educational, healthcare, and factory buildings had also collapsed or been damaged.
Since the mid-1990s, North Korea's agricultural sector has become increasingly vulnerable to floods and drought as a result of widespread deforestation.
Access to North Korea has improved during recent flooding, UN agencies said on Friday, suggesting the country is seeking to ease its traditional isolation at least temporarily.
"There's been a loosening up and more access to the country and a slightly more relaxed atmosphere," Patrick McCormick, spokesman for the United Nations Children's Fund (UNICEF), told a regular UN news conference in Geneva.
"Even before the flooding, the question of access to North Korea has eased for UNICEF's operations," Mr. McCormick said.
Jens Laerke, spokesman for the Office for the Coordination of Humanitarian Affairs, said North Korea had taken the initial step to ask the United Nations for support. "There was a request to the UN to organize a joint mission," he told reporters.
Such crises have in the past provided opportunities for the isolated nation to reach out to the outside world, although this has typically not endured. World powers have been watching closely to see if new leader Kim Jong-un, who came to power after his father's death in December, will break from the policy of his predecessors.

Jessica Ennis, the darling of British athletics and poster girl for the London Games, lived up to the sky-high expectations of a demanding public to claim gold in the women's heptathlon on Saturday.
Three personal bests in the seven disciplines that make up the gruelling two-day event helped Ennis to a winning total in a dominant display that thrilled the sell-out 80,000-capacity crowd at the Olympic Stadium.
Russian world champion Tatyana Chernova claimed silver with 6,628 points, with Ukraine's Lyudmyla Yosypenko taking bronze in a personal best of 6,618.
It was an especially sweet triumph for Ennis because she missed out on the Beijing Olympics through injury.
Ennis set personal bests in the 100m hurdles (12.54sec) and 200m (22.83sec) on Friday for 4,158 points, an overnight lead of 184 points on Lithuanian Austra Skujyte.
The 26-year-old Sheffield-born former world champion got her second day off to a great start with a long jump of 6.48m for a total of 5,159.
That increased her lead over Skujyte to 258pts, with Chernova moving into third overall (4,869) with a leading 6.54m in the long jump.
In front of roars and applause from a vociferous crowd, Ennis then managed a third personal best of 47.49m in her weakest event, the javelin.
Skujyte threw 51.13m to cut Ennis' lead to 188pts, but the Lithuanian's best time in the 800m was seven seconds slower than Ennis, meaning the Briton was realistically sitting pretty with just two laps of the track to complete to tie up gold.
As she was introduced in lane four, a visibly nervous Ennis raised her arms to a deafening roar, flashes of cameras and waving Union Jacks.
When the gun went off, Ennis started confidently and went to the front with Skujyte trailing last of the nine-strong heat.
Ennis was overtaken with 250m to go, but kicked past Chernova and Germany's Lili Schwarzkopf to produce a fantastic home stretch sprint that could not have been better scripted, crossing the line in 2:08.65.
Ennis then paraded around the stadium draped in her own Union Jack on which was written "Jessica Ennis - Olympic champion".
Defending Olympic champion Natallia Dobrynska of Ukraine, who won the 2012 world indoor pentathlon title in a world record total just days before her husband and coach Dmytro Polyakov died, had earlier seen her medal hopes vanish.
In 10th position on 3,835pts overnight, Dobrynska had a nightmare in the long jump, with two no jumps on her first two of three efforts.
She then botched her run-up for her third effort, recording only 3.70m to leave her languishing in 33rd, an unsurmountable 1,082 points off Ennis. The Ukrainian withdrew before the javelin.
Polish podium hope Karolina Tyminska also failed to register a mark in the long jump, and the fourth-placed finisher in the Daegu worlds was forced out.

Even as the overall economy managed to add jobs in July, small businesses continued cutting employees, numbers from the National Federation of Independent Businesses show.
Friday's jobs numbers revealed that the U.S. economy added 163,000 jobs last month, with a slight rise in unemployment.
The NFIB surveyed 1,803 small businesses and found a slight drop of -.04 percent in employment per firm in the prior three months through July.
That's an improvement over the 0.11 percent employment drop measured in June, but marks the second month of decline in small business employment after six straight months of improvements from December to May -- improvements that signaled the economy might have been turning around.
In perhaps another bad sign for future employment, 48 percent of small business owners surveyed said they had tried to hire in the last three months, but 86 percent of them found that few or no applicants were qualified for the positions.
Still, there was a barely silver lining in the NFIB report. A net 5 percent of small businesses plan to create jobs, up from 3 percent in the prior month. NFIB also noted that the net percentage of owners planning to create new jobs was positive in all industry groups except agriculture and retailing.
Hiring plans also differ region to region: Businesses in the mid-Atlantic and mountain states plan to cut back on workers, while businesses in the south Atlantic and central states plan to add employees as the year goes on.
The negative trends for small businesses are indicative of an economy that grew a disappointing 1.5 percent in the second quarter, a figure attributed to fewer business investments, declines in exports and widespread cuts in government spending.
